Police said they have received "dozens and dozens" of tips about the possible location of the suspect, Steve Stephens, and tried to persuade him to surrender when they spoke with him on his cellphone on Sunday after the shooting. "Mr. Stephens, we forgive you, but we're asking you to turn yourself in", said one of Godwin's daughters.

Appearing alongside a U.S. marshal and an Federal Bureau of Investigation agent, Williams said investigators have searched dozens of locations, "to no avail", and that one of his detectives had spoken to Stephens via cellphone after the killing.

During the manhunt, Stephen D. Anthony, special agent in charge of the FBI in Cleveland, said, "There's not a federal agency in the United States that is not involved in some way".

Authorities said multiple 911 calls came in shortly after 12:30 p.m. Monday reporting that Steve Stephens could be in or near Fairmount Park, a large green expanse northwest of downtown.

Stephens is a member of the assertive community treatment team at Beech Brook, a mental health organization in northeast OH, a spokesperson for his employer said.

"We are shocked and horrified like everyone else", Nancy Kortemeyer, a spokeswoman for the facility told CNN.

Through their tears, several of Godwin's children said they held no animosity toward Stephens.

On Easter, Steve Stephens drove around downtown Cleveland on what he said was a mission to commit murder - and soon he had an audience of millions for his shooting of Robert Godwin Sr., 74, which he recorded and posted on Facebook, police in Cleveland said. Haymon, Godwin's youngest child from his first marriage, said he was the father of 10. "I know, Steve, that you have a relationship with some of our clergy in northeast Ohio".
