The investigation also found that CPD has violated the constitutional rights of Chicago residents for years, including using excessive force and permitting racial bias against blacks. The investigation was launched in the aftermath of the police shooting of teenager Laquan McDonald, who was walking away from the police when he was killed.

McDonald's death was widely viewed as a "tipping point" over longstanding concerns about the Chicago Police Department's conduct, as well as the city's mechanisms for "detecting and correcting" the unlawful use of force, according to the report.

The department found that Chicago Police Dept. (CPD) officers' practices "unnecessarily endanger themselves, and result in unnecessary and avoidable uses of force. resulting from systemic deficiencies in training and accountability".

"One of my highest priorities as Attorney General has been to ensure that every American enjoys police protection that is lawful, responsive, and transparent", Lynch said. "At the same time, it is important to recognize that the incidents of misconduct cited in this report do not represent the values of the City of Chicago and I believe firmly they do not represent the good work of the vast majority of the men and women of the Chicago Police Department - as the report itself cites".

However, Durbin said he's not sure if President-elect Donald Trump will help provide needed funding for any of the changes needed at the Chicago Police Department.

Justice Department officials released the report Friday after a yearlong investigation. "I want to be clear, the Chicago Police Department and the City of Chicago is already on the road to reform, and there are no U-Turns on that road".

Chicago Mayor Rahm Emanuel pushed through reforms since the investigation began, including overhauling a police oversight body. Back on April 20 of previous year, she issued a report finding the police department had engaged in "systemic racism" and "blatant disregard for people of color" in Chicago.

Much of the report's findings are not shockingly new.

The report slammed the Chicago Police Academy for gross inadequacies in its training of new officers that put their lives in danger before they hit the streets and then left them ill-equipped to handle risky situations in the city's neighborhoods.
